Description
The new Integrated Operations Center (IOC) stands as a state-of-the-art facility engineered for security, resilience, and operational excellence, specifically designed to withstand seismic events and natural disasters. This modern complex houses a cutting-edge control room that elevates critical functions including distribution system operations, cybersecurity, and transmission management. By strategically consolidating departments that collaborate on power flow management, the IOC optimizes operational efficiency across the integrated grid. The facility provides robust infrastructure and network architecture to support advanced distribution management systems and Smart grid tools, creating the essential foundation for future operational technology initiatives while ensuring reliable, safe, and efficient grid management.
Despite being contracted separately through a construction manager/general contractor delivery method, the project partners—SERA Architects (architecture, space planning/interior design, and landscape architecture), Dreyfus + Blackford (critical operations design), and Lease Crutcher Lewis (design/build contractor)—functioned seamlessly as a unified team. The project established a guaranteed maximum price at the design development phase through workshops facilitated by Owner's Representative, Inici Group. This approach fostered trust between design and construction teams, allowing early design decisions while incorporating ongoing constructability input. The project team navigated complexity by collaborating effectively with the client's vendors, including auditors, construction managers, AV and furniture specialists, change managers, and security experts, alongside project sponsors and user groups.
My Role
As Senior Project Manager for SERA Architects, I led comprehensive project management for the client, overseeing budget, schedule, and quality control while providing specialized expertise in site selection consultation and navigating complex zoning coordination between the City of Tualatin and Washington County to resolve site access challenges. Orchestrated early stakeholder engagement across numerous client departments, establishing clear communication channels and ensuring all technical and operational requirements were addressed throughout the project lifecycle.
