Oregon Department of Administrative Services
North Valley Complex
Wilsonville, Oregon
Program
175,000 SF adaptive reuse of industrial building consolidating multiple Oregon government agencies including laboratory, testing, and compliance functions. CMGC delivery method. Features seismic strengthening to immediate occupancy levels, backup power systems, and solar panel installations. Designed for 30-year operational lifespan with future growth capacity.
Description
The project transforms a former manufacturing facility into a specialized government complex that promotes inter-agency collaboration by co-locating previously separate labs into a consolidated facility. New laboratory spaces are strategically inserted within original manufacturing bays, connected by a corridor network with abundant natural light and enhanced finishes at key nodes. Comprehensive upgrades include mechanical system modernization while exterior enhancements add architectural interest through structural frames supporting solar panels that break up tilt-up concrete monotony, crowned by a large sculptural entry canopy that doubles as a solar array platform.
My Role
As Senior Project Manager for SERA Architecture, I led the team through comprehensive programming, design, and construction phases, directing the space needs analysis with agency tenants to optimize lab insertion within existing manufacturing bays. Managed the CMGC delivery process from the design side and led cost estimating efforts, while overseeing the project management process for seismic upgrades and backup power installations to achieve the project's long-term operational resilience.
